I will be shooting at a crossing where there are a lot of 50hz moitors/electricity hence 1/50 shutter speed.
However there is one huge TV flickers at a SLIGHTLY DIFFERENT RATE than the others causing everything to FLICKER like a bastard. I am not sure what the rate is, but it is frustrating.
What plan of attack should i use to fix this? Additional note, it is a night shoot so I cant really make the shutter TOO FAST.
perhaps if opened up to 1/24 (ie. 360 degrees) would fix this issue?

This is on a Red, yeah?
If so, try altering the phasing controls and shutter speed fine controls (I can't remember what they're called in the Red menus, but they're next to the phase control, I believe). They give you finite control over when the shutter is open during the frame-cycle, and for precisely how long, and are your friend in killing flicker.
The problem may be, that if one screen is significantly different from the others, you find it impossible to find a sweet spot that kills flicker from all the screens at once. That lands you in pull the offending screen and/or have it replaced territory, unfortunately.
1/24th won't help (in fact it will hinder), but 1/25th is a safe speed in 50Hz-land. You shouldn't see any difference in terms of flicker though, although it might be worth a shout, just in case.

In the Shutter menu under Sensor (or the B button) they are PHASE and SYNCRO respectively.

If the monitors are at different rates, then you are screwed. You can only match one at a time. Are they computer monitors? You can try resetting the refresh rates on the computer monitors to match the one weird one.
Or, you can swap out the small ones for LCDs and just match the big one.
