I shoot a lot of furniture store commercials where you're always zooming in or out or even both in the same shot. With red could I shoot 4k raw locked off and then do a virtual zoom with either redcode or redcine and maintain a constant resolution inside the frame?

REDCODE is just a codec, not an application.
This sounds like something you could do in REDCINE. Will it look as smooth as a real zoom? No way to know just yet.

forgive my ignorance, but is the plan for redcine to be so robust as to allow reframing, blow-ups and push/pulls before bring footy into our NLE?

It will do reframing, blow-ups & cropping. However, a push/pull indicates animation with keyframing and such and that is *not* in REDCINE.
REDCINE is the RAW conversion tool to get your footage in the ballpark (look wise, size wise and so on). It's not a software package that'll do your whole post workflow.
