Currently it's not a real option.
You could tap the hdsdi and crop/scale the output, but it wouldn't really be optimal.
RED has stated a number of times that there will be a separate "TV build" of the firmware, supporting live 1080p dual-link signal iver HD-SDI from a crop'ed sensor (most likely a 1:1 crop)
Untill then, RED is mostly for the edit-bay...

Red can do 1080P RGB(Quad4k HD scaled down) out HD-SDI for Build 17?

Yes, we can do that...complete with embedded audio in HD-SDI and timecode on the LEMO pin 5 connector. Plus PLAY CLIP mapped to a GPI.

Stuart, just to check, thats with no cropping of the image, providing you shoot in the new, 3.8ishK QuadHD mode. Am I right in thinking that the 1080p playback on B16 applies a crop to the recorded image before playback (if you shoot 4K)?

Guys
How about single link HDSDI out, such as for feeding a Nucomm MW back for feed back to the truck for broadcast? This would be helpful in a pinch, not that we plan on using this as the main camera for ENG live work, but there are cases in which we would like to film with the Red and capture to Disk for longer term work on Doc's while also using the footage live for broadcast on the news.
Our long term plan is to add the Scarlet 2/3 to our lineup to support the ENG work, replacing or augmenting the PDW700's we have for news work and use the Red for pure Doc work and small productions we do.
