Is it possible to shoot at 50p for archive, but pull in the footage at 25p for example??

If you just drop a 50 fps proxy into a 25fps timeline in FCP, it will drop every other frame.

Is that true for al frame rates?? So 120fps into a 25p would work too???? What about Premiere??

Wait a moment: I'm talking about project frame rates, you are talking about shooting rates! Since there are no 120 fps projects AFAIK, it won't work.
Can't say anything about Premiere.

Didn't think it would be this simple.......
Ok, i shoot at 120fps. Can i then pull that footage into a 24p project (which would use every 5th frame, 1,6,11,16,21 etc???) What about a 25p project?!?!?
Would there be any technical reason why it wouldn't work to creat frame rate proxies??

Remember that you won't get audio recorded if you use varispeed.
Can't you just set the speed to 200% to play back those clips?

If you try to drop files of different time-bases into sequences, you get an error message and the footage is not added. You can't put 23.98 footage into a 29.97 timeline, so I doubt you'd be able to do 120fps at 24fps, but you could try it. But first, you'd have to interpret the footage as 120fps because it is set to play back at 24fps. Then give it a shot.
Let us know how it comes out.
