Im rendering the ProRes files in REDrushes and scaling to 1920x1080
and using the "Half Res (High) for the Debayer Quality. ive been told
that this setting is taking the 2k file and compressing it to 1080.
and the "Full Res" would be using the 4k for the compression.
my question is this- because both of the settings are compressing
down to 1080, is thier any viewable difference between the two?
i ask because of the render time differences, thanks

The difference in render times is massive (about 1 to 5), the image quality is not so different. You'll notice on very fine high contrast black-and-white texture ( some roughness) or noise (less of it) when really looking out for it.
Try a difference layering of both in Photoshop – hard to see at all before massively lifting contrast.
