I choose not to use or spend $ on FILM or HD cameras for my projects now, and can I rent RED ones from RED USA before my REDie comes to HKG < > CHINA for some events 2007-2008.

Not quite sure what you are asking, but as you know Red has a waiting list of reservation holders that will likely not be completely filled until at least early 2008. So it is unlikely that Red could provide rental units.
There are several rental houses and Red owners that offer rental units if thats what you are looking for. Try a Google search and you will find several like this one:

To my knowledge, I do not believe RED will be renting cameras. You can probably rent through a rental house willing to ship to China.

Panavision / ARRI / Dalsa have direct rental service to public, and of course they won't sell their cameras but making $$$ from their PLs and accessories etc.
It's a not a bad idea that RED can have both Rental and Sales of the RED camera to offer " Public Victory " to change production world not a little bit but quite a bit from 4K to anything.

Just my own two cents. If I was RED I would not even think of setting up a rental operation. In my early years in the film equipment industry I worked at some rental houses. Trully a living hell. Couldn't get out of that aspect fast enough. Leave that to the established rental houses I say.
