TIFF Entries

I've decided to submit a short for TIFF and I'm a bit confused by their submission rules. Hoping someone can clarify.
They say films must be: "composite prints in HDCAM". Then they go on to say: "We strongly urge all participants intending to show their work digitally to provide their work transferred or mastered to a Sony HDCAM cassette".
Sorry if this is obvious; I'm not getting it. Could someone help?

You need to put your short on HDCAM. Your nearest post house can do the dub for you.

You probably dont have to submit it on HDCam just be ready to transfer it when you get accepted.
