Anyone have experience with this case? Does the term "water-tight" indicate that the case can be thrown in a raging river without any water getting into it?

Yes.
If it has a rubber gasket and a pretty high pressure latch it won't leak even if you drop it in a pool. Extended flotation may eventually deteriorate the seal and eventually leak... so don't leave it out in the pool when you go on vacation.
Speaking from multi-day whitewater expeditions: It actually doesn't take much to keep something dry. You'd be amazed at what just a bit of velcro and canvas will accomplish. Water-proof isn't all that difficult. If you're still worried (aka you plan on taking a canoe across a lake with your RED) put it in two layers of tied off grocery bags. However in a situation such as that I would ensure that the box is sufficiently buoyant otherwise it might sink. And if it sinks then the probability of leakage has just grown exponentially. So.... tie the box to a life jacket.
