Your title is misleading.
This has nothing to do with FPGA's.

Also Windows 7 doesn't start up in 1 second. The BIOS starts starting windows in 1 second. :D

FPGA = Field Programmable Gate Array
Computer CPU's are not field programmable
BIOS are not gate arrays, they are flash programmable read-only memory.
Unless you have a specific example, I maintain you are incorrect.
