I think the quote about the next citizen kane not being shot in hollywood but by a girl with a DV camera in Kansas has it all wrong.
Even with a low cost or free camera and unlimited film stock you still have to get a crew and deal with the logistics of film making. It's interesting to see tools like this released:

Easy enough for an 8 year old to use. That's the true democratization of media, not cheap sensors.
