you'd have to outlaw motorcycles
no seatbelts afterall...and even a 3 mph
crash will send you flying on asphalt.

Well local laws about driving can't really violate the US Constitution, since the power to write and enforce those laws is reserved to the states and doesn't really have anything to do with the federal government.
