I swear to God, I knew what the clip was before I saw it.

The movie is Shark Attack 3: Megalodon. You can find it at Blockbuster (though strangely, I haven't been able to find Shark Attack 1 or 2 to date).

I once decided to watch all the movies I could find that had anything to do with the concept of a "Megalodon". (This was when Meg was gearing up to go.)

You'll notice that, not only does the "Meg" from this film change scale significantly between shots of it eating people, but that it also makes some kind of low roar noise.

All things considered, from a technical standpoint it's actually fairly GOOD compositing, given what they're working with. The people being eaten are comped behind water spray, the shadows are adjusted as they go into the mouth, etc. I've seen much worse from lazier compositors. It's just that the shots are not good ideas, being tailored somewhat at random to the use of obvious stock shots.

This film is also noteable for containing the (now semi-infamous) line: "I'm really wired...what do you say I take you home and eat your pussy?"
