Epic X was hand built, but available before the production line was spitting out Epic M (m for mass production).
Is this the same "X" on the Scarlet? Eventually there will be a Scarlet M, perhaps at a slightly lower price?

Uhrm.
No. Scarlet-X is factory built. EPIC-X is factory built. EPIC-M is machined ('M'=Machined). Machined = higher price (QC is way more costly for machined products).
