If it's the leg clamp, then it's probably glued to the leg tubes - you'd have to find a suitable solvent to release it...
Why do you want to set an exact 30fps? For all practical purposes, 29.97fps will be the framerate you want to use to maintain reverse compatibility with existing infrastructure.

Lemos lock by tiny hooks/prongs which retract when the outer sleeve is pulled. If it's stuck, then the prongs aren't fully retracting, or are damaged and/or the sleeve isn't pulling back fully, or...
