Sounds like a harmonics issue..... Were they all FF ballasts? Prob getting bad return on neutral. Next time plug in a tungsten light as ghost load and it should take care of it.......

miller 80 head and miller legs w/above ground spreader- just totally overhauled at miller, works perfect and very smooth- looks good- some scratches - will get photos soon...
