Why should a frame rate change be any different?
Not true. You're seeing the full frame rate for each eye. You don't see 12fps in 24fps 3D.
Actually, according to Peter Jackson's facebook page, they're shooting at 270 degree shutter, which means the 24fps extraction is like shooting 24fps at 135 degree shutter (or 1/64 of a second).
