Has a new policy been introduced to allow transfers? I have tried to be the receiver of a transfer several times and been told it is impossible. It's impossible because a transfer is effectively a 'cancellation' and a 'new pre-order' and the arrangement with carriers prohibits any new pre order under any circumstances.
There is a back-door transfer option if the seller is willing to say they moved address and then give the address of whoever they are selling to.
