Another thing that surprises me is how hot the exteriors were in some scenes, is this an HDR related choice?

    Beatifully shot show.
I think these are just the dynamic range limitations- crushed blacks and overheated exteriors. The coloring is spot on for the period...

I have to agree with Christoffer: the flashing police lights in the final episode where they grab the Atlanta Serial Killer were crazy and a little too "electronic" to me, a little too sharp-edged, which is -- just my opinion -- not how real anamorphic flares look. They're softer and more indistinct. I don't doubt that what we saw was what the showrunner and DP wanted.

same feeling on the cop light flares and in episode 6 too, i was pretty close to my tv when that scene happened and it looked way too fake almost animated motion graphic flares, i didnt like them at all. then some flares particularly in headlights were done very very well, i rewound several times to check them out, especially the old car the hotel woman pulled out in. pretty flawless...but then, i agree, either once in a while he had a streak filter in, like for a desk lamp or street light, or the post job was poor. those show up identical to a two point streak filter and didnt change with movement.
as for the distortion, im not a big fan of it in anamorphic shooting, im more of a straight line geometric person, that's why i use the more modern cooke anamorphics mostly because it's highly reduced on those lenses. i think it's all a little too weird and fake for me, i personally would of enjoyed the cinematography more from a more organic perspective. but hey, still loved the show!
btw, too bad it might be years for a season 3, Fincher has a movie and none of the actors options were renewed.
