I've noticed cleaner Blacks in standard mode than LL mode? I know that LL mode has a lower noise floor, but in a lot of my pictures the 1600 LL mode has mode fine white grain in the blacks than the standard mode. Does anyone else experience this?

This absolutely isn't "very noisy" by any means. If anything perhaps shoot at 5K and/or lower your REDCODE RAW Compression Ratio to 5:1, but even this clip at 7:1 looks absolutely in bounds on a calibrated display.
If I push the image up a bit that deeper blue and blacks are certainly on the cooler side of things via the 3200K White Balance, but this clip looks fine even push up a stop.
On my monitor , especially in premier the blacks look noisy, the background is literally dancing on my screen lol. at 400 iso, I just remember experiencing better blacks on my scarlet w, maybe im just imagining it. no way to compare.
If you're working in Premiere Pro CC and have something like 1/4 qaulity during playback you'll be getting rather different results. You should run an export test at 4K or 2K. This really isn't noisy at all.
this looks pretty damn good for 7:1?

400 iso 5:1 , 800 LL, and 800
Make sure you are not watching your footage in proxy mode inside premiere.
