I don't know if anyone here has seen the most recent Harry Potter film, but If so, you may remember the fashback scene where we see Dumbledore and Harry's faces lit with the flashes from the news reporters cameras (sorry I dont have photos)

What type of lighting would you need to replicate this effect? (That is, if it is done with lighting at all - is it post-production???)

Any help would be appreciated, as I would like to incorporate something like this into my next film.

Try a flash gun mounted on a camera.

I'd guess that was practical flashes enhanced a bit with animation in post production. Or perhaps heavier strobe units in production.

Lightning Strikes are regularly used for this kind of effect as they are controllable. The Longstrike version is good for eliminating partial frames on rolling shutter cameras.
