Anyone know this actor?

I only saw him one time, and for the life of me cannot find one bit of info anywhere ...

The scene I remember takes place in LA's Chinatown. He's a Black actor, no legs, and in a wheelchair. He plays a bum/cop informant and when someone threatens him he goes into Kung Fu mode and kicks some serious butt.

He jumps out of his wheelchair and attacks with arms and his torso. Very impressive work.

Anyone know who this actor is?
