3:2 Pull down and 23.978 fps to 29.97 fps

I'm sure it's been answered somewhere so please point me in the right direction because I was unable to find a clear answer:

What's the best procedure for shooting in 23.97 fps and converting it to 29.97 in Premiere or After Effects?

When I try to apply a 2:3 pull down in after effects (and switch it to lower field) I get a blurry frame as it does the conversions. I know why it's doing this but I don't know how to fix it.

I am working on a PC in Adobe Premiere and After Effects. If someone can shed some light on the best output options in either program when trying to output SD or HD footage and get a clean output that would be great!

I'm doing full debayers.
