Q: would an anamorphic front (over a RED lens or arri) will work on any lens with RED or it has to be an anamorphic lens and which one will be the best way to go?

You're entering a dangerous world :) The first question you need to ask is what's your budget?
The simple solution if you are looking for the "best way to go" is to use high quality cinema grade anamorphic glass. Most anamorphic adapters aren't excellent optics. An old set of Lomos would be better option if you are looking to buy.
The Iscorama is a good place to start if you want to get your feet wet. Difficult to shoot with in a production setting, but you can get high resolution/high quality anamorphic images out of them with some practice and shoot at wide apertures with good results. The Iscorama isn't the cheapest option, but it does have a good price versus performance ratio.
In reality the Panasonic anamorphic attachment isn't good enough optically for the higher resolution of the Red cameras. However, if you happen to stop down a bunch you can get "all right images".
Just using any anamorphic front element could produce the effect you are after, but you'll need to pay close attention to vignetting. The typical projector attachments really don't provide good coverage on anything wider than 85mm-100mm. However, if you are on a smaller format you can get away with more.
There are higher quality adapters made by Hawk. Again, though, how much money are you willing to spend?
Keep in mind your squeeze factor as well. 2x, 1.5x, and 1.3x produce slightly different results.

What part of the world are you in? I believe Clairemont has a front adapter if I recall correctly. I don't know of any companies that rent Iscoramas. Many rental companies rent true anamorphic lenses.
I am in Houston and looking for something in the states but I think I`m going have to wait until next project. like always "Budget Issues".. lol
I just shot a sub-50k feature in J-D-C scope on a Red MX (25mm, 35mm, 50mm, 85mm, 100mm), so it can be done even when working with "Budget Issues." There are plenty of production-friendly anamorphic options between Panavision and projector lenses on SLR glass...even if it's a set of three mechanically-marginal Lomos.
