DaVinci Resolve 8.2 support for Tangent Element Panels Menus and Controls

Can I start using Resolve with just the Element TK panel and add more panels as my budget permits?

Yes you can start with the Track Ball panel only, then add.
If you add the Kb you also need the Bt for either to work
