Maybe tablets, but I don't even wanna know the size of cellphone that a 1/2.3" could fit in. I mean, the lens thickness alone would be heinous...
Nokia N8 & 808 size should be enough, since they use 1/1.8" & 1/1.2 sensors.
4K video requires tons of processing power, 4K RT de-bayer and compression even more, and cell phones are still unable to process proper 1080p.
