Real life Dual 8 core Xeon E5 performaces differences 2ghz V 3.1ghz

Hi Guys, getting a new workstaion for premier with a decent cuda card and I was woundering what sort of perfomance dual 8 core E5 xeon system at 2Ghz in relation to the 3.1ghz. In essence what you can and can't do with each. I tend to do narative work with mostly conventional editing and grading of my scarlet footage. Many Thanks James Page
